Types of Canada PR Programs


Federal Skilled Worker Program— For skilled workers with professional backgrounds.

The Federal Skilled Worker (FSW) program is one of three Express Entry systems for permanent residency.

The Express Entry program receives large volumes of applications which makes it competitive. But the applicants are invited via the Comprehensive Ranking System (CRS). 

Federal Skilled Worker Eligibility 

A candidate must fulfill the following minimum requirements to be eligible for the FSW program.

Work Experience

  • A minimum of 12 months of full-time and skilled work experience completed within the previous ten years or a part-time experience equivalent to the time frame.

  • Skilled work experience is defined as experience at NOC Skill Levels 0, A, or B.

Language Proficiency 

A minimum of Canadian Language Benchmark (CLB) level 7 on a recognized English or French language test.

Education 

A Canadian high school diploma or the equivalent in foreign education. 

Financial Support

Enough financial savings to support themselves or their spouse and/or children, during their stay in Canada. 

Permanent Residency

The application must be willing to live outside Quebec. Along with meeting the above requirements, candidates must also possess a minimum of 67 out of 100 points on the FSW . And eligibility points grid to be able to apply for the Federal Skilled Worker program.


Note: Candidates should meet the standard eligibility criteria of Canada. Criminal offenses/ prosecutions or health problems can render a person ineligible to enter Canada.

Canadian Experience Class— Applicants with Canadian work experience

The Canadian Experience Class is designed primarily for foreign workers and international students temporarily residing in Canada and wishes to become permanent residents.

The applicants must already be a part of the Canadian society, built connections/ networks in their communities and careers as a result of their Canadian work experience or education.

The program is graded on a pass/fail basis, and there are different prerequisites for workers and students.

International Graduates with Work Experience in Canada

  • Applicants must have completed a two-year program of study at a Canadian university. 

  • Applicants must have completed at least one year of skilled or specialized professional experience within 24 months of applying for the program.  

  • Language skills are based on the skill level of their profession.

Temporary Foreign Workers

  • Applicants must have completed at least two years of skilled or specialized professional experience within 36 months of applying for the program.  

Note: 

  • Applicants fulfilling all the eligibility criteria and still living in Canada on a Post-Graduate Work Permit or a Temporary Work Permit can apply in the country itself. 

  • Applicants who have exited the country and must submit their applications within one year of vacating their profession in Canada.

Provincial Nominee Programs— For applicants meeting the labor market needs (nominated by Canadian provinces). 


Provincial Nominee Programs are offered jointly by the federal government and provincial governments. It is for candidates who want to immigrate to Canada and settle in a specific province.

The majority of Canadian provinces participate in this program. The provinces invite qualified candidates eligible for high-demand professions or have the potential to contribute effectively to the economy. 

To enter the country under the PNP, an applicant should apply directly to the desired provincial government they wish to live and work for a Provincial Nomination Certificate. 

Keep in mind that each province has different eligibility requirements. 

After obtaining the Provincial Nomination Certificate, applicants can apply for Canadian Permanent Resident Visa .


The potential PNP candidates have their permanent residency applications processed faster than those under a different program. 

The following Canadian provinces provide Provincial Nomination Program (alphabetical order):

  • Alberta

  • British Columbia 

  • Manitoba

  • New Brunswick

  • Newfoundland and Labrador

  • Nova Scotia

  • Ontario

  • Prince Edward Island

  • Saskatchewan

  • Yukon

Quebec Skilled Work Permit— applicants with or without a valid Canadian job offer can apply. 

The Province of Quebec has its selection criteria for the skilled worker group of immigration. If candidates chose to live in Quebec after entering Canada, so the evaluation is done based on the Quebec Eligibility criteria rather than the CIC assessment. 

The selection process for immigration, and like the federal system, uses a point-based system to evaluate new immigrants. 

Single jobseekers must receive at least 60 points from the ten eligibility requirements to be eligible for a Quebec Selection Certificate. On the other hand, married applicants or having a common-law partner must score at least 68 points.
